Business Registration Approval Process

Department of Transport provide the approval for new businesses after an inspection.

The request of the applicant to register the business name is forwarded to the department of transport by a letter. ( Photocopies of documents of the business should be attached to the letter)

List of Documents

  1. Letter of Divisional Secretariat forwarding the request of registering the business name.
  2. Copy of National Identity Card
  3. The request letter of the applicant
  4. Business Name Registration Application
  5. Certificate of Grama Niladhari for Business Name Registration
  6. Business Tax Receipt 
  7. Letter of no objection
  8. Police Certificate
  9. Deed of the Business place
  10. Land Registry Folio
  11. Contact Number (Compulsory)
  12. Environmental Protection License (If relevant) 
 

If vehicles are used in the business,

  1. A copy of revenue license
  2. Vehicle Registration Certificate 
  3. Vehicle Fitness Certificate or equivalent document
  4. Driving License
 

If the business place is a Filling Station,

  1. Letter of Approval from Department of Wildlife 
  2. Letter of Approval from Ceylon Petroleum Corporation 
  3. Environmental Protection License

If all documents are in order, the recommendation will be given after an inspection, which would be done by a committee headed by Commissioner of Transport. 

  1. Business name board should be displayed clearly for the convenience of recognizing the business place. 
  2. The business should be conducted in a way that would not disturb the general traffic and public.
  3. Business hours and days should be displayed clearly.
  4. Easy public access.   
  5. Contact details such as telephone and fax numbers should be displayed clearly.
  6. Charges should be displayed. (According to the nature of the business.)
 

If the business is related to renting vehicles, they should meet the following requirements including the ones mention above. (1 to 6)

  • A record should be maintained about the vehicles used in the business.
  • The drivers in service should be in best shape.
  • The fitness of the vehicles should be guaranteed.
  • Police report of drivers in service should be forwarded.
  • Alternative system should exists to provide vehicles in case of breakdowns or accidents.
  • All vehicles should be inspected at least once in three months and drivers should be informed of  necessary respires and said vehicles should not put into circulation unless the repairs are done.
Business owner should be aware that when vehicles with customer complaints are put into service repeatedly, Divisional Secretariat will be informed about the complaints.
If the site inspection proves that the business is conducted according to the given criteria, the divisional secretariat will be notified of the approval to register the business name via written documents  with copies to the owner of the business.
